The Town of Ocean View was incorporated on April 13, 1889 — making it one of the older incorporated municipalities in Sussex County. The area's history reaches back considerably further, however. The land that would become Ocean View was originally part of a 500-acre colonial tract called "Middlesex," granted to Matthew Scarborough under the authority of Lord Baltimore. After Scarborough's death, the land passed through the Hazzard family and eventually to the Hall family, who founded the town. By the early 1800s, W.S. Hall had opened a general store on the property, and the village that grew up around it became known as Hall's Store. A post office was established in 1822. After the Civil War, as people began discovering the nearby beaches for recreation, the name was changed to Ocean View.

In 1923, Cecile Long Steele raised the first commercial flock of broiler-fryer chickens for market consumption on her Ocean View farm — an experiment that grew into Delaware's number one agricultural industry and eventually transformed poultry production across the entire country. The commercial broiler industry, which today produces billions of pounds of chicken annually in the United States, traces its origins to a single farm in this small Sussex County town.
Cecile Long Steele's first broiler flock in 1923 numbered just 500 chicks. By 1926, she was raising 26,000 birds per cycle. Her innovation in raising chickens specifically for meat rather than eggs — and selling them to markets in cities — launched an industry that changed American agriculture permanently.
